The thing is that the thread was ended on 28 Aug 2019.Then Server SQL 2012 SP4 is not the same as Server SQL 2012, especially in terms on installing on server 2019 & its extended support.Lastly, the support for SQL 2012 SP4 on Server 2019 was added in Feb 2020, your links to MS docs were added/updated in June 2022.https://docs.microsoft.com/en-us/lifecycle/products/microsoft-sql-server-2012

SQL Server 2012 will reach its End-Of-Life support date on 2022 July 12 meaning no more updates will be released.
It is a good bet that no one will be installing any production SQL 2012 systems at this time unless they specifically need features in SQL 2012 that are not in newer versions.
Example would be upgrading database systems that are older than SQL 2012 SP4 since upgrading directly to SQL 2019 is only supported from SQL 2012 SP4 onwards so one would use a temporary SQL 2012 system as part of a multi-stage upgrade.
