Google Groups is the most straight-forward way to manage sharing. They're more scalable and flexible than org units.
If you needed to make org units work, you'd need some sort of custom automation with GAM, Apps Script, or a 3rd party tool.
When we add new users to Google WorkSpace, we then seem to have to give each new person access to individual drives (so click on each drive, and add a person...). Lots of work and lots of repetition.

You can achieve that by creating Groups. All Group members will have access to the same shares.
