I would motivate my users by explaining the costs associated with breaches. That should scare management enough.

When people start to complain that they have to change password every 3 months...
Show them that the post-it note on the bottom of their keyboard is not safe. Go in after-hours and find their passwords and ask them 1-1 if this is their password and how easy it was to find. It's not creepy!
I've had a user who grumbled when we upped our password complexity requirements. I asked them if they locked their house when they leave. They said "of course" I then asked if they would be OK securing their house with a simple latch, a toy padlock with a key with one 'tooth' or a real lock and key, with a key with multiple teeth. "A good lock and key, of course". I then asked if he'd give me the key. "No way!", they said. I then explained how passwords are like keys to your home, never give it to strangers and that a complex PW is like a good lock and key....sure a latch can keep a door closed, and a simple toy lock does the same but can be easily picked. For the best security, complexity matters!

Don't write down your password! Why: anyone that wants to know your password, knows exactly where you typically keep it; that Post-it note you stuck under your desk, or in your pencil holder (1 person in 10 does this), or that "password notebook" you carry with you (1 person in 5 does this).
Iiked this one that I found recently, as far as passwords go trying to push forward with new NIST suggestions.

Passwords are not meant to be easy to memorize
They are not to remember your name, birthday, pet's name etc etc
They are not meant to shared
They are not meant to be passed around.

I set up their first password with something easy to remember but secure and explain why it is the way it is to teach them how to make secure memorable passwords. Any opportunity I get to re-enforce why password rules are the way they are I do. I do this because HR has advised that i cant use Jumper Cables or Brain Augmenting Technology (Bat for short) to encourage learning.
Don't be a Spaceball! Set a REAL password!
Better yet, Set 1 really good password and USE A PASSWORD MANAGER!
We enforce password changes and complexity rules.
But, we also allow password managers. Blessing and curse that they be.

My users don't remember anything IT tells them, they will always do what they want.
So I will have to force them to make them more difficult and change more often with set rules.
I motivate them by setting complexity rules and then force them to change their password.
I would show them the Statistic's of how many passwords are stolen from the dark web and how bad it is that people use their personal passwords as work passwords. Then I would show them the cost when everything hits the fan.
We are passwordless...however, I would state that "passwords are like underpants, never share them and keep changing them regularly
Make sure you use secure passwords or this may happen.
