Help with selecting a Low Cost or Free Shopping Cart Website Solution

Question

I am trying to clear out my physical stock of various products and wish to get a shopping cart and a website at the lowest possible operating cost.

Functional Features:

Populate the Website through an automated process using an Excel Spreadsheet or table

Should update the website using an Excel Spreadsheet Status Column

To include Photos of Products

Non-Functional Features:

Shopping Cart Website should be low cost

Should provide secure payment facilities and any associated compliance laws

Links to videos of products being used - proving functionality

Low or No fees / commissions for selling each items

No Blocks on what items can be sold and what parameters they need to meet to be sold.

Like taking a photo of the item with a newspaper displaying the date is fine, but no restriction on selling the latest item or brand new boxed items.

Any Suggestions or custom solutions would be helpful.

Happy to program a few lines of code if needed, but I can't commit to a developing an end-to end full fledged product at the moment.

Is this really what you want?I guess that most of what you want exists already with Wordpress​. There should be a widespread add-on for such a shopping cart. Not sure if its name is WooCommerce. If you run your own web server this should meet most of your requirements. But your web site might have so few visitors that only few people might notice your offers. That's why you might want to consider to offer another sales channel in addition which might be more costly.Don't know of this is already integrated or needs additional add-ons.Such compliance matters are outside of the scope of such solutions. You have to configure your web site yourself to ensure such compliance. You may run your own audit in order to check the level of compliance achieved. Organizational requirements and constraints typically don't have a technical solution.This is also not a technical issue. Different jurisdictions impost different constraints on what may be sold under which conditions. So while your technical solution does not block you, law enforcement services, courts, advocates or some regulatory bodies might contact you in case of non-compliance.Again, technical solutions don't ensure that you comply with existing regulation, court rulings and others. This may depend on concerned jurisdictions. Copyright aspects might be involved too. In case of non-compliance, you might get unexpected contacts and bills of lawyers.
