Hi - and thanks for your first question.
As others have pointed out, we need more information to resolve the issue. My first suggestion is always a re-install. If you can, create a new server (VM!) and then add DHCP. I have literally added DHCP to Windows Server on thousands of hosts in my career. This is an error I can not recall ever seeing but it sounds like a permissiions issue.
You say you got an error - where? Which log and what was happening at the same time. One thing that I've found helpful is to load Wireshark and look at the traffic at the time of the failure. If you know what the server is doing (and failing) the error message may make more sense.
