  • How large is the database? Does the PC have a spinning disc HDD or a solid state drive? It could be the database particularly, but it could also just be the software. Also, when making a transaction, have Task Manager pulled up and see if CPU spikes - I don't think it'd be that, but it's possible since it's not the best and it idles in the double digits already.

  • I wouldn't assume it's settings related without seeing what kinds of queries are running and whether they are using proper indexes.

    See if you can see what queries are running and use the EXPLAIN statement to ensure they are properly optimized.
