You need to add "Don't but we should" as a choice.
Employees using printers isn't out of the ordinary. Where it become an expensive habit is when those print-outs are consistently being used for non-work related purposes.
In fact, according to a survey conducted by a Cartridge Save, 28% of those surveyed said they would often print out their CVs (or curriculum vitae, which means "course of life", highlighting their professional/academic history) when looking for a new job while they were still employed at their current one. Travel tickets and concert tickets were also common reasons for using the office printer.
