According to this website (http://h20000.www2.hp.com/bizsupport/TechSupport/Document.jsp?lang=en&cc=us&objectID=c00763669) there's a paper jam and the printer is out of paper. Seems too simple really. There could be a little piece of paper in front of a sensor so the printer thinks there's a jam. If the printer isn't out of paper, it could also indicate a sensor problem.

Have a LaserJet P2015n printer here that is displaying a light sequence that doesn’t seem to be documented in the manual, had a look around the internet and can’t find an answer either.
Attached is a quick sketch of the two lights that are flashing amber. Also there doesn’t seem to be any motors spinning, possibly a power issue then?
Any help on this would be appreciated.
